I understand the issue you're experiencing. It appears that the image was initially uploaded on an English page, but the image metadata was entered in German. As a result, the original language of the image is displayed as English.

Unfortunately, there is no possible way in WPML right now to change the original language of media directly. The only solution is to delete the existing image from the Media Library, re-upload the image in the default language (German), and then add the metadata. After this, you will be able to translate the image and its contents into other languages from Media Translation section.
