WPML will display either the list of all Partner Translation Services or only one service, which was pre-selected. In this document, we explain how to pre-select a translation service for a website.
If you already have a relationship with a particular translation service you may want to make sure that your site or other sites you manage, use your preferred translation service. You will appreciate a new option under your wpml.org account settings called Preferred Translation Service which satisfies this need.

The setting enables you to preset WPML with a default translation service.
Click on Show options to expand the list of options to select from. and select your preferred service. Finally, click on Set Translation Service to save your selection.

Next time you go to register WPML for a WordPress site and you visit WPML -> Translation Management, under Translation Services tab you will see that WPML displays only the preferred Translation Service you pre-selected.
This not only displays a less cluttered screen but it also removes the possibility of selecting the wrong Translation Service.
The selection takes effect the first time you register WPML for a WordPress installation. It does not affect existing WordPress sites with a registered WPML copy.
How to unset the selection and allow to select other translation services.
You can easily un-set the pre-selected Translation Service and have WPML display all available translation services if you so decide.
Un-setting the “Preferred Translation Service” for a single WPML site
