Overview of the issue
The scanning feature may not scan all strings, or may cause timeout errors.
The library used to scan files for strings has a compatibility bug with older PHP versions.
Workaround
Issue is fixed in WPML 3.1.8.3, but we still have some exceptional cases which we are addressing and which will get fixed in WPML 3.1.8.4.
