From the Screenshot, I can see that the translation status of footer template is paused or waiting for other action. This situation often arises when the translation process is unexpectedly interrupted or encounters some form of disruption. I kindly request you to follow the steps mentioned in the documentation below and check if that helps to solve the issue.
If the issue persists even after that, kindly go to "WPML > Support > Advance Translation Editor(Error Log)" and share the recent errors that are logged there. I will check and let you know what to do next.

Thanks for sharing the ATE Logs. If the issue persists even after following the documentation, a closer inspection will require to understand the root cause of the issue. I would like to request temporary access (wp-admin and FTP) to your site to take a better look at the issue. It would be better to have a testing site where the issue is replicated.
You will find the needed fields for this below the comment area when you log in to leave your next reply. The information you will enter is private which means only you and I can see and have access to it.
Maybe I'll need to replicate your site locally. For this, I’ll need to temporarily install a plugin called “Duplicator” or "All in One WP Migration" on your site. This will allow me to create a copy of your site and your content. Once the problem is resolved I will delete the local site. Let me know if this is ok with you.

I have checked and understood the issue. Since you don't have any translation credit left on your account, the footer template can't be translated automatically. Now, there is two way to translate the template.
2- As there are no translation credits available on your site, you have the option to either translate the content yourself or assign this task to a translator. Please check this video(versteckter Link) to understand the process.
For now, I changed the translation mode to "Translate what you choose". You'll be able to change the mode from "WPML > Settings" after assigning the translation credits. I hope you can understand.

Sorry for the inconvenience. I got confused with the prepaid credit term that shows on the Translation management page.
However, upon checking our records, it appears that you currently have an outstanding credit debt of over 90,000. Due to this outstanding balance, the automatic translation process has been halted, and you will not be able to proceed until this debt is cleared.
You'll able to pay by going to the "WPML > Translation Management > Automatic Translation" section.
