This thread is resolved. Here is a description of the problem and solution.
Problem:
The client was unable to connect translations between two blog posts, one in Dutch and one in English. The 'Connect with translations' option was not available for the Dutch post, and the English post did not list the Dutch post for connection.
Solution:
We found that the Dutch page had an English translation marked as 'In Progress' in the WPML Translation Dashboard under Jobs. We cancelled this in-progress job, which then allowed us to use the 'Connect with Translations' option on the Dutch post and successfully link it with the English post. This resolved the issue, and the language switcher now correctly displays both languages on the front end.
