This thread is resolved. Here is a description of the problem and solution.

Problem:
You have translated parts of your pages using the Advanced Translation Editor (ATE) and noticed that there are strings in the String Translation that seem to be duplicates of what you've already translated. These strings are identified as page-builder-shortcode-strings with a numerical suffix and are not translated through String Translation.
Solution:
If you used ATE to translate the page, we recommend trying to delete these strings as they could be part of a package or a group of strings for the page builder and might not affect your website. However, if some pages were translated with the Classic Translation Editor, it's safer to leave them as they are.

Please note that this solution might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I have translated parts of my pages using the Advanced Translation Editor (ATE) and have noticed that there are strings in the String Translation that seem to be duplicates of what I've already translated. These strings are not translated through String Translation and I'm unsure how they appeared there; they might have been added accidentally. These strings are identified as page-builder-shortcode-strings with a numerical suffix.

Symptoms:
Strings that represent parts of pages already translated through ATE are appearing in String Translation.

Questions:
Is it safe to remove strings from String Translation that represent parts of pages I have translated through ATE?
Will the removal of these strings from String Translation affect the corresponding page translations?

Thank you for contacting WPML support.

The strings translated through ATE and WPML → Strings Translation could be different. What is the domain of these strings in WPML → Strings Translation? Could you please provide some examples of this issue?

Here's a specific example. page-builder-shortcode-strings-142988: <h3>Article 5<br>.
Territorial application</h3>. 142988 is the post/page id. This page has the following text:
[su_spoiler title="<h3>Article 5<br>
Territorial application</h3>" open="no" anchor="article-5" scroll_offset="50" anchor_in_url="yes" class="h-toaccordion includetocloseall"]. So, this text is enclosed in shortcode tags. It has been translated via ATE. However, it also somehow got into the String Translation.

Those strings could be part of a package or a group of strings for the page builder. If you used ATE to translate the page, you can try deleting them. If some pages were translated with the Classic Translation Editor, I suggest leaving them as they are. I suspect this does not affect your website anyhow.

I don't use the Classic Translation Editor. Everything is translated through ATE. I also suppose it shouldn't have any effect, but thought I'd clarify. Thanks, I'll try to delete them.

I have successfully deleted all of these strings. And it didn't affect the page translations in any way. Thank you!
