Background of the issue:

To ensure the quickest and most accurate support, please provide your debug information so I can look at some of your configurations. We have an excellent article on how to locate it here: https://wpml.org/faq/provide-debug-information-faster-support/.

Let me rephrase the issue to be sure I got it right:
The product categories on your site are not assigned to the right language, and you want to change it before translating them.

To do so, go to WPML > Taxonomy translation and at the bottom you'll see a link "Change language". There you can change it.

If you want to change the language of a category, go to Products > Categories and edit the category. There you'll find a "language" section with a dropdown to select the language of the category.

If I misunderstood what you need, can you please elaborate a bit so I can better understand it? Thanks!
