Background of the issue:
I already changed the site to production.

Symptoms:
The banner for development still appears.

Questions:
How to remove it?

Hello,

Did the site URL or server change when you migrated the site from development to production?

WPML must be re-registered after every website migration or after changing the domain or domain provider.

1) Go to https://wpml.org/account/websites/

2) If the site URL is already registered, delete it from the list. If the old site URL is not longer used, simply remove it.

3) Now enter the site URL again. This creates a new site key.

4) Click on "Show key" and copy it.

5) Enter the key under Plugins > Install > Commercial (tab) to re-register WPML. If WPML is still registered here, de-register it first.

If the problem persists, please let me know.
