This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to add your layout content for translation using WPML and encountered an error message indicating a 'TranslationServiceException' and suggesting that the jobs could not be created.
Solution:
The issue was due to an operational problem with Amazon Web Services (AWS), specifically affecting services in the N. Virginia region. This disruption impaired certain services, making them unresponsive. We engaged AWS Support for urgent mitigation and monitored the situation closely. Once AWS resolved the issue and services were back online, we recommend you try resending your content for translation.

If this solution does not resolve your issue, or if it seems outdated or irrelevant to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Should you need further assistance, please open a new support ticket at WPML support forum.

Hi,

We are currently experiencing an operational issue with Amazon Web Services (AWS) that is impacting several key services. The disruption primarily affects resources hosted in the N. Virginia region, resulting in certain services being impaired or unresponsive.

You can review AWS’s official service health status here:

Our team has already engaged AWS Support and requested urgent mitigation of the issue. We are actively monitoring the situation and will continue to provide updates as they become available.

I will update this ticket as soon we get a confirmation from our Systems team about this.

Hi there.

As our Systems department has informed me, AWS is back online, and you should be able to resend the content for translation.

Sorry for the inconvenience once again.
