Background of the issue:
I am trying to resolve a 404 error issue that occurs on translated pages after migrating from a staging environment to a live site with a new theme. This issue affects WooCommerce pages and happens randomly across different translated URLs, including occasionally on the default language. I have already tried several troubleshooting steps, including clearing caches, flushing permalinks, and running WPML troubleshooting actions. I also verified WooCommerce Multilingual status, checked server configurations, and tested with a default theme. The issue persists despite these efforts. Symptoms:
Translated pages intermittently return a server-level 404 error after migrating from staging to live. This is not the WordPress 404 template, and it occurs randomly across different translated URLs and occasionally on the default language. Debug log shows no PHP errors, and host support reports no server issues.

Questions:
What could cause the server-level 404 error on translated pages after migration?
How can I fix the intermittent 404 error on translated pages?
