Background of the issue:
Hi, I recently setup a new site based on Divi theme. Original is ENG, now I want to add Italian translation. It will be just me translating, no external services. I add translation to 'Cabins' page, filled the translations in editor.
Symptoms:
No matter what I do, translations are always in pending state, I have no way to complete the translation and make it show on front-end. WPML > Translations show everything as 'In Progress', even though the translation editor shows 100%.
Questions:
Why are my translations always in pending state?
How can I complete the translation and make it show on front-end?
I found an error with a missing file and tried to upload a new version of WPML, but your site is returning a file to large error. I don't have FTP access so I can't install it manually.
Please install just the core WPML plugin (multilingual CMS) and let me know once it is there. I unblocked an error with the ATE connection and I think once we install a fresh download, the issue should be resolved.

thanks and sorry for a delayed reply. I have fixed the server settings so uploads of large files are now permitted.
I have also installed the WPML core plugin back there so you can proceed.
thanks for doing that. I set your site back to minimal settings but the issue is still occurring. I have found that on our side, something keeps blocking your site when I try to run a translation using the AMS. I have our team looking into this and will update as soon as I can. In the meantime, if you need to translate the content, using the WordPress editor will work. It doesn't include the automatic translation, and is not meant to be a solution, just something that can help in the meantime if needed.
Can you please elaborate a bit on the translation using WP editor? Do you mean I should duplicate the page for another language and work on the content there?
If that's what you meant, I think I will rather wait. The pages are built using the Divi builder visual editor, and I can imagine their layout will still be subject to various changes. So if I duplicate the page now, I will then have to do these changes for both versions separately, which will be a lot of extra work.
So I would much rather wait until the issue is resolved. As ideally I would like to have a single master-page that defines the layout, and then have the translation separately containing only strings. So that when I change the layout in the main language, it automatically changes on the language versions as well.

so this didn't go very well, did it? 6 days, no progress, no answer. So I just took it into my own hands, reinstalled WPML from scratch resetting its settings and license, and I got it working.
So I think we can just close this ticket. But hopefully you will be able to fix this weird bug in future releases. As this time I could have easily deleted all WPML settings, db tables etc. But it will be much more severe if it happened again, this time with all translations already in place.
