Background of the issue:
I am trying to install WPML licence key to customer's website but I am getting a connection error. My hosting provider is Godaddy. I wrote a small PHP function that tests the server's ability to connect to WPML-related domains via HTTP requests. It successfully connected to 'hidden link' but failed to connect to 'https://wpml.org', 'hidden link', 'hidden link', 'hidden link'. Godaddy confirmed that none of these domains are blocked by them. Their admin team also ran a call to WPML API and got an error: curl hidden link a:1:{s:5:"error";s:49:"Unknown or Unsupported API Call: repository_error";

Symptoms:
Connection error: Unable to get data from service. Detailed error: cURL error 28: Failed to connect to api.wpml.org port 443 after 9377 ms: Couldn't connect to server. Under WPML installer support it shows that it can't connect to WPML API server and Toolset API server.

Questions:
How should I proceed with resolving the connection error?
Is there any additional troubleshooting I can perform to resolve the issue?
