This thread is resolved. Here is a description of the problem and solution.
Problem:
The client is experiencing unexpected deductions of translation credits when opening a page with the Advanced Translation Editor (ATE), despite the translation memory being up to date and the settings adjusted to prevent automatic translations.
Solution:
We reviewed the client's WPML settings and confirmed that the translation mode was set to "Translate What You Choose", which should prevent automatic translations unless initiated by the user. We could not identify any issues with the translation jobs from the reports provided.
Additionally, we suggested switching between translation modes and adjusting the translation settings as already done by the client.
If you continue to experience the issue of WPML credits being deducted when they shouldn’t be, we need to find a way to replicate this problem on your website so we can address it appropriately.
Please note that this solution might be outdated or not applicable to your specific case. If you continue to face issues, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket.
