Background of the issue:
I'm trying to create a bilingual webpage using WordPress 6.8.2 with the Twenty Twenty-Two FSE theme and a child theme. I want to have different headers, footers, and navigation menus for each language. I've tried editing headers in the Site Editor, putting them for translation, and making fresh headers, but I keep encountering issues. WPML is the only plugin I've added, and it's a fresh install.

Symptoms:
I'm getting 'Updating failed. No templates exist with that id.' errors and previously encountered JSON errors.

Questions:
How can I create different headers and footers for each language using WPML?
Why am I encountering 'Updating failed. No templates exist with that id.' errors?
Is there a specific workflow for editing headers in the Site Editor for multilingual sites?
