As mentioned I couldn't feel any slowness even with WPML enabled on the dashboard.
Since multilingual plugins require loading all plugin contents for translations, the performance impact can rise to 20-30% which is normal.
Also, if you are using automatic translations and you are downloading the translations, until the translations are downloaded then the performance can be high, but this is one-time usage and shouldn't happen every time.
Since it's working for me, I suggest you to test with and without WPML and provide us the time taken so we can evaluate further.
