This thread is resolved. Here is a description of the problem and solution.

Problem:
You are unable to see untranslated pages in your menu editor or have them considered by the menu sync, even though you have set the post translation setting for pages to be translatable.
Solution:
If you're experiencing this issue, we recommend trying the following steps:
1. Navigate to Appearance->Menus and delete the "translated" menu. This action should allow your menu to display pages in both languages.
2. If the above step does not resolve the issue, consider duplicating the pages temporarily. You can do this through WPML->Translation Management. Select the pages you wish to duplicate and use the batch duplication feature to duplicate them in bulk.

Background of the issue:
I have not had time to translate all the pages of my site. I would like the untranslated pages to appear in the menu until such time as I have translated them. I have set the post translation setting for pages to translatable but the menu sync won't consider the untranslated pages, and they aren't showing up in the menu editor.

Symptoms:
Untranslated pages are not showing up in the menu editor or being considered by the menu sync.

Questions:
How do I get these untranslated pages to show up in the translated menu?

Hi there,

That is expected as the pages do not exist in the database as a record.

What are your results if instead you do the following:

Go to Appearance->Menus-> delete the "translated" menu, this should allow your menu to display in both languages now.

If that does not work one way around this is to duplicate the pages for now.

You can do this using batch duplication through WPML->Trnalsation Management->select the pages you want to duplicate and duplicate them in bulk.

Thank you so much, deleting the translated menu solved my issue perfectly.
