Background of the issue:
I'm trying to register the WPML plugin and encountered an issue. I expected to successfully register.

Symptoms:
I received a connection error: 'Unable to get data from service. Detailed error: cURL error 28: Connection timed out after 10000 milliseconds'.

Questions:
What causes a request timeout during registration?
How can I resolve a cURL error 28?

Hi,

Thank you for contacting WPML support.

The error happens due to a temporary slow down between your site and WPML servers. Please try again in a few minutes. If the issue persists, ask for assistance from your hosting provider.

Other than that, you can also try these steps:

IMPORTANT: Please take full backup of your website and database beforehand. 

- Deactivate all plugins except WPML.
- Register WPML.
- Activate other plugins.

Sometimes a conflict from another plugin or theme may cause such breakdowns. I hope the above mentioned 'll help you resolve the issue.
