I cannot translate any strings in my website

However, I am unable to assign strings to myself for approval. أعراض: Most strings appear untranslated, and I cannot assign them to myself for approval. When I translate a string, I expect to see the pencil icon indicating completion, but instead, I see a gear icon with a 'Translation in progress to العربية' message. أسئلة: Why can't I assign strings to myself for approval? Why do I see a gear icon instead of a pencil icon after translating a string?
