Background of the issue:
I completed the purchase and installed OTGS. I am trying to install WPML on a site that is under development.

Symptoms:
I couldn't install WPML after completing the purchase and installing OTGS.

Questions:
Why can't I install WPML after purchasing and installing OTGS?
