This thread is resolved. Here is a description of the problem and solution.

Problem:
The client has created an ACF Options page with a field group intended for use across all language versions without translation. However, the

get_field()

function returns null for all languages except the default one, even after setting the field to 'Don't translate' and disabling the ACFML plugin.
Solution:
We have acknowledged this issue and escalated it to our second-tier team for further investigation and resolution. Background of the issue:
I have created an ACF Options page and added a field group. The field group contains some configuration options and strings shared between all language versions. I want a non-translated ACF options page with just a single set of field values available to all languages. The problem is that get_field() doesn't work (returns null) on all but the default language. I've tried setting the option to 'Don't translate', and even disabling the ACFML plugin, but nothing helps. I think this should be escalated because using the Options page for common options for the whole website regardless of the current language is a typical use case.

Symptoms:
get_field() returns null on all but the default language.

Questions:
How can I make the ACF Options page available to all languages without translation?
Why does get_field() return null for non-default languages even after setting the option to 'Don't translate'?
