Importing glossary items does not update them

Jasper	Background of the issue: I am trying to import a CSV file that has partial terms updated for one target language. I used the 'overwrite existing terms' option during the import. Example of glossary file: hidden link. Symptoms: The terms are not updated when I import the file with 'overwrite existing terms'. Background of the issue:
