This thread is resolved. Here is a description of the problem and solution.

Problem:
The client inquired whether the WPML plugin will utilize the new 'performant translations' feature introduced in WordPress 6.5, which converts .mo files to .php files to benefit from OPCache.
Solution:
We informed the client that we are aware of the upcoming updates in WordPress 6.5 and are actively working to ensure maximum compatibility with the new 'performant translations' feature. While we cannot provide a specific timeline for when the updated code will be released on our end, we assured the client that our development team is actively addressing this topic. Any updates related to this feature will be included in the release notes of our future updates.

Hi WPML Team,

I hope all is well with you.

WP 6.5 includes the performant translations feature, which as I understand it, converts .mo files to .php files so that the translation files have the advantage of OPCache.

Will WPML use this mechanism that will be built into core?

Hi David.

Thank you for mentioning about this!

Yes, we are aware of these updates that are coming and our team is already preparing for maximum compatibility on our end, too.

I am not sure when the updated code will be launched on our end but what I can say is that there's already a very active internal ticket regarding this exact topic and our dev team is on it.

It will probably also show up in the notes of any new update that we will launch in the upcoming weeks/months.

I hope that you will find this information helpful. 🙂
