Background of the issue:
I've added a new post to the 'News' section of this website and despite using WPML to add a welsh translation, when both pages are published , the button to switch the page from English to welsh is not visible at the top of the page
edit that post in the backend and make sure the pencil icon is showing for 2nd language, which means it is 100% translated. If the pencil icon is there, from top bar switch to 2nd language and make sure that your post is published.

I checked but something weird is happening, for example, it started showing that there are no menus on your website, when you check Appearance> Menus.
Can you please try next:
1) Make sure you have a backup.
2) Leave active only wpml plugins, disable all other and switch to WP default theme and check if the same issue happens and if you can add a new language switcher.
3) If the issue still happens, please check with your hosting if you are maybe using an object cache and try to disable it for a moment.
as I have explained before, there are some weird issues happening and some data is showing and missing randomly, which is why I suggested steps to follow in my last reply.
Please try them and let me know how it goes.
Regards,
Drazen
