This thread is resolved. Here is a description of the problem and solution.
Problem:
The client needed to change an existing WPML license on a running website due to new ownership and was concerned about losing translations if the WPML Plugin was uninstalled.
Solution:
We assured the client that translations are stored in the database, so they would not be lost when updating plugins or changing the WPML key. We recommended the following steps:
1. Create a full backup of the website.
2. Generate a new key for the domain from the WPML account, which can be accessed here: https://wpml.org/account/sites
3. Copy the new key.
4. Navigate to the website's backend.
5. Go to Plugins > Add New > Commercial.
6. Unregister WPML from the old key and re-register it with the new key.
