This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to activate the OTGS Installer plugin. Despite WordPress indicating that the plugin has been activated, it still appears as inactive. The client has attempted reinstalling the plugin without success.
Solution:
We recommend checking if the main WPML plugin (WPML Multilingual CMS) is activated. If it is, the OTGS Installer plugin is not necessary and can be deleted, as its purpose is solely for the initial installation of WPML. If the main WPML plugin is not installed and activated, we advise manually downloading it from https://wpml.org/downloads/ without using the OTGS Installer.

Please note that this solution might be outdated or not applicable to your case. If the issue persists, we highly recommend checking the related known issues, verifying the version of the permanent fix, and ensuring that you have the latest versions of themes and plugins installed. If you still need assistance, please open a new support ticket with us.

I am trying to: Activate the OTGS installer. When I click activate, WP tells me the plugin has been activated, but the OTGS Installer still shows as inactivate. I have tried reinstalling the plugin, but the issue persists.

Link to a page where the issue can be seen: hidden link

I expected to see: Plugin activated

Instead, I got: plugin inactive

Hi there,

While waiting for one of my colleagues to help you, please go to Plugins and check if the main WPML plugin has been activated (WPML multilingual cms), if yes then you can safely now delete the OTGS installer plugin.

That plugin is meant for installing WPML for the first time.

If the WPML main plugin is not installed and activated, you can manually download them from https://wpml.org/downloads/ without the Installer.

Hi Bobby,

I've missed the manual downloads. I'll use them now.

Thanks for your help
