Background of the issue:
I had disabled the WordPress REST API for non-admins using the Perfmatters plugin as part of security measures after a recent intrusion attempt. I am trying to understand if WPML requires the REST API to be fully enabled.

Symptoms:
I am receiving a message in the dashboard stating: 'Your site doesn't meet WPML's minimum requirements. The WordPress REST API must be enabled for WPML to work correctly.'

Questions:
Does WPML need the REST API to be fully enabled?
Is it okay to have the REST API disabled for non-admins if WPML only accesses it as an admin?
