Background of the issue:
I'm trying to set the English language for all languages in the WordPress admin area, but it keeps reverting to the language I select, such as Finnish or German.

Symptoms:
WordPress is using the selected language and ignores that in my user settings I have set it to English.

Questions:
How can I set one language for all other languages in the WordPress admin area?
Why does WordPress ignore my user settings for the English language?
