You are unable to translate the header and footer in your website.
Solution:
If you're experiencing issues with translating the header and footer, it's likely due to the use of Elementor templates. We recommend checking the WPML documentation on translating Elementor templates. You can find detailed instructions here: Translating Elementor Templates.

If this solution does not apply to your case, or if it seems outdated, please open a new support ticket. Hi there.

This really depends on the theme or page builder that is being used for those templates.

But from what I can see, you are using Elementor so there's a chance the footer and header are coming from Elementor templates.
