This thread is resolved. Here is a description of the problem and solution.
Problem:
The client's site was originally in Dutch and everything was translated to English. Now, the default language is set to English in WPML, and the client wants to translate from English to Spanish, French, etc.
Solution:
If you're experiencing this, we recommend that you edit the page in English using the WordPress editor. You should be able to click the "+" to translate the page from English to other languages. For more detailed instructions, please visit our documentation on translating your site yourself.
Please note that this solution might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins.
