Background of the issue:
I am trying to publish Swedish translations. Titles should appear in Swedish and permalinks should be clean (without '-2'). You can see the issue on this page: hidden link

Symptoms:
The page headline shows in English and the permalink is forced with '-2' even though no duplicates exist.
