This thread is resolved. Here is a description of the problem and solution.

Problem:
The client reported that the image under the header was not displaying on their multilingual site when using Elementor and WPML.
Solution:
We recommended translating the template where the image was added and then using the translated template's shortcode in the translated block under the header template. This approach ensures that the banner displays correctly in the different language versions of the site.

If it helps, we add the under header photo to the statics blocks and display the block we created from elementor header footer.

As you can see in this video; ı m creating the block from elementor header & footer builder then ı m replacing this code to static blocks, then ı m choosing this block as block under header ın theme option.
