I've translated a german page to english (100% complete) but the English page doesn't seem to be created.
The original page is in German and on that page the EN (language switcher) isn't appearing either.

Instead, I got NO english "creation-baumann-x-lavie" page.
Go to Pages and edit the page in the default language -> use the language switcher in the top header and switch the translation (if you can't see it, exit the Guttenberg full screen) -> are you getting any warnings telling you that the page cannot be accessed or any 403 errors?
If you do not get any errors; can you see the EN page in the backend OK?

No that's the issue. I cannot see the EN page in the backend.
Step 1 - I completed the translation. (Image 1)
Step 2 - I go to load all my EN pages and cannot see the "Creation Baumann x la vie" page in English?
Step 3 - I go back to my DE pages and the page has gone back to the "+", (Image 2) when I click on the "+" to start all over again. All my translation are there 100%, so I press on "Complete Translation" again and then nothing -> Back to Step 1??
Thank you for the breakdown of the issue, I can understand what is happening now.
It looks like a possible database corruption.
What are your results with other pages and if you create a new test page? Does the issue persist or does it happen with just this page?
Also, before testing, go to WPML->Support->Troubleshooting and click on the following:
- clear the cache in WPML
- Remove ghost entries from the translation tables
- fix element_type collation
- fix WPML tables collation
- set language information
- fix terms count
