Background of the issue:
I want to translate a header and a footer in my website. I did the translation, but there is an issue with the display options for the header and footer. When I choose to display on the entire website for the Greek language, it shows only the English header for both languages. I found a workaround by choosing to display on specific pages for the English translation, but this is not ideal because if I add a new page in English, it will display the Greek header.

Symptoms:
The header displays only in English for both languages when set to display on the entire website. The workaround of displaying on specific pages for English is not suitable as it causes the Greek header to appear on new English pages.

Questions:
How can I ensure the header and footer display correctly for both languages across the entire website?
Is there a way to set the display options so that new pages in English do not show the Greek header?
