This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're assigning a translator for a document in Translation Management -> Translation Basket and find that all translators for the same language are receiving notifications, not just the selected translator.
Solution:
First, we recommend creating a staging copy of your site to troubleshoot the issue. Follow these steps:
1. Disable all plugins that are not related to WPML or our add-ons.
2. Test the notification system again. If the issue is resolved, reactivate the plugins one by one or in small groups to identify the culprit.
3. If the problem persists, switch to a default theme like Twenty Twenty-One to determine if the theme is causing the issue.

The client added, that the issue was gone when I deactivated WP Mail SMTP plugin and marked the ticket as resolved.

If you can identify the same cause on your site, please let us know so that we can try to replicate the problem on a test site and escalate it internally.

We highly recommend checking the related known issues, verifying the version of the permanent fix, and ensuring you have the latest versions of themes and plugins installed. Hi,

Translation management -> Translation basket
when I assign a translator for a document, all other translators which do the same language receives a notification for this translation.

We would like that only the selected translator receives a notification.

I ran a test on the following test site and can not confirm such an issue here:

Could you please create a copy/stage of the site and try running the site with minimal setup to see if the problem persists?

1) Disable any additional plugins unrelated to WPML and our add-ons.

2) Now test again. If the problem goes away, start reactivating the plugins one by one or activate them in small groups. Do this to check where the problem is reoccurring to see which plugin is causing the problem.

3) If this didn't resolve the cause of the issue, please switch to a default theme like Twenty Twenty-One to see if the issue might be related to the theme.

Once we have been able to identify the cause, we can then attempt to replicate the problem on my test site and then escalate it internally.

In case the issue persists while testing with a default theme and only WPML plugins, then I need access to your copy/staging site for further investigation.

If you are unable to set up a copy of your website, please let me know.
