This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to upload images to the Divi Gallery module and noticed that images load for the Khmer language page but not for the default English page. Despite installing Media Translation, the issue persists.
Solution:
We discovered that the issue might be due to a conflict caused by the Easy SVG Support plugin. We recommend deactivating this plugin and then proceeding with the following steps:
1. Navigate to WPML > Settings and click on the Media Start button.
2. Go to WPML > Support > Troubleshooting and click on the language information button.
After these steps, try uploading a sample image again. If the problem continues, consider using the Safe SVG plugin, which we have not officially tested but have not received any conflict reports about either.

Please note that this solution might be outdated or not applicable to your specific case. If the issue persists, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Thank you!
I can see everything working.
I went in and re-enabled the Divi theme and all plugins.
I was also able to add images to the Divi Gallery properly.

However, after applying these fixes to the PROD URL, I still experience the same issue.

I forgot to show you that the newly uploaded image is attached to an existing media item when I look in Media Translation (see screenshot).

We're close.

Thank you for the explanation and the video.

I went over the live website and I think the issue is some sort of conflict that the Easy SVG Support plugin causes.

As soon as I deactivated that plugin and did the same process of WPML > Settings > Media Start button, and the language information button in WPML > Support > Troubleshooting it worked and I uploaded a sample image with no issues.

I suggest that you use this plugin instead:

https://wordpress.org/plugins/safe-svg/

We do not have official test with that plugin but I do not remember any conflict reports for that, so I thought I suggest that plugin in an off the record / unofficial capacity.

Everything is working as expected now. Even the Divi Gallery module is working properly.

This was painful for me. So, I know it must have also been painful for you. Thank you for dealing with my frustration and consistently moving ahead with this to resolution.
