This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're experiencing issues where high-quality images (4000x4000px) are not being deleted from secondary languages in your media library after being removed from the default language, this might be due to a known issue with WPML.
Solution:
We recommend enabling the setting to synchronize post and page deletions across languages. You can find this option under WPML->Settings->Posts and pages synchronization. Additionally, our developers have identified this problem and provided a workaround, which is detailed in our errata page. You can read more about the solution here: WPML Media Translation - Scaled Attachments Not Being Removed Correctly. A permanent fix will be included in a future update of WPML.

If this solution does not apply to your situation, or if it seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Our team has confirmed the issue and has come up with a workaround, which is explained in this errata that they just published.
