Background of the issue:
I am using WPML to translate an internet page for a site under development. I have followed the documentation provided at hidden link.

Symptoms:
The section content has been translated, but the navigation bar and footer haven't.

Questions:
Why aren't the navigation bar and footer being translated with WPML?
