This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was experiencing issues with Cookiebot GDPR not functioning in other languages on their website. It worked only on the default language URL (e.g., '.com/postname') and not on the translated versions (e.g., '.com/fr/postname'). The client discovered that Google Tag Manager, which is used to manage Cookiebot, was not working in languages other than the default English. They also expressed concerns about the compatibility between the Avada theme and WPML.

Solution:
We acknowledged the client's frustration and informed them that the issue might be related to their WPML membership type, which was 'Multilingual Blog' and does not support translating strings from other plugins. For this functionality, an upgrade to 'Multilingual CMS' membership is required. Additionally, we mentioned that there could be a compatibility issue between the Cookiebot plugin and WPML. We requested the full name of the plugin from the client's active plugins list to investigate further. However, the client managed to resolve the issue by adding the Google Tag Manager tracking code to the theme tracking settings for each language.

If you're experiencing a similar issue, we recommend checking your WPML membership type and ensuring that you have the capability to translate strings from other plugins. Also, verify that you have added the necessary tracking codes for each language. I started using Cookiebot GDPR. But I noticed that it doesn't work in other languages.
It only works on ''.com/postname''.
It doesn't work in other languages like ''.com/fr/postname''.
Once you stop the wpml plugin, it works for other languages too.

A similar problem occurred in maintenance mode before. For this, I had to return to the backup point. Then I turned off maintenance mode and installed wpml. The problem was gone.
So I can't always return to the backup point for a new change.

There is a pretty full queue at the moment so please know that it could take a bit longer than normal to get back to you. Also, in the weekends, there are fewer supporters available than in the week time, so that is why I was not even able to get back to you in your other ticket (https://wpml.org/forums/topic/stuck-in-maintenance-mode/) which was quickly closed (in less than 2 hours).

Can you please let me know the full name of this plugin from inside your site's backend > Plugins > the active plugins list?

I am not able to see any cookie plugin being present in the debugging information that was attached above in your initial reply.

There's a chance that the issue is happening due to the fact that you are on the "multilingual blog" type of membership and that doesn't allow for translating strings from other plugins (you would need at least the "Multilingual CMS" membership for that) and, there is another chance that this plugin is not 100% compatible with WPML.

This cookie management does not work with the plugin. It works through Google tagmanager.

I added additional pictures. If you open the home page of my site, you will see that this cookie management works correctly. But for other languages it is not triggered or blocked.

But I don't need a higher package. I don't need the language translation features that WPML offers. I bought this plugin to create categories based on languages. What's the point of buying the upgrade package if it causes problems while doing this?

I noticed something new. Google Tag Manager does not work in all other languages. It only works in native English. I think this is where the problem comes from.

Then I checked the google tag manager tracking code. Yes, you need to add this code to the theme tracking settings for each language.

Avada theme and WPML compatibility does not seem user-friendly at all. You should make it easy for other users to use with a little configuration.

Anyway, I solved the problem. If there are people experiencing the same problem, I wrote a long summary of the problem.

Thank you for the update.

I was not aware that the content is loaded from an external source.

WPML can only translate content that exists on the actual site (in files or database).
