This thread is resolved. Here is a description of the problem and solution.

Problem:
The client's developer reported an issue where after copying the production environment to the development environment, WPML prompts to purchase again and displays a message about using an expired account, which could lead to stability and security issues.
Solution:
If you're experiencing this issue, we recommend unregistering WPML on your staging site and then registering it again with a new site key, as one key is valid for only one URL.

This solution might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket at WPML support forum.

Background of the issue:
My developer Scott Mackay is reporting an issue on our WP sites (cafdn.org and cafdndev.wpengine.com). When we copy prod over to dev, it seems WPML gets confused. Scott went into the settings to indicate that the dev site is a 'copy' of the prod site, and this should update our subscription info. Scott also refreshed their subscription info.

Symptoms:
WPML prompts us to purchase again and displays a message: 'You are using an expired account of WPML. It means you will not receive updates. This can lead to stability and even security issues.'

Questions:
Can you help us with this?
Is there a separate WPML key that we need to use on Dev sites?

Hello,

yes, you need to use a different site key for each of your websites, since 1 key is valid for 1 URL. On your staging site, you would need to unregister WPML and then register it again with a new site key.
