Before starting checking the issue I have a question:
1) Did you use or are using currently ICanLocalize (ICL) translation service to translate your content?
2) Is the server where you install WPML production or is a clone/staging copy(and if you have copied the database from another environment).
Both answers will help us to proceed with the next steps.
Was a fresh install, cleaned everything from WPML and did a new install, then noted this is the live website but deleted/refreshed, I guess, the translation services, I never used ICanLocalize.
As it is fresh install, I can clean it up and investigate why it happened.
Can we get access to the site where we can check out for the problem? I will set up next reply for you as private, so you can share the credentials safely. You can remove them once we will be done with the investigation.
