This thread is resolved. Here is a description of the problem and solution.

Problem:
The client installed the WPML Media Translation plugin, but it was not fully functional. The plugin appeared as active, but the Media Translation settings were missing, and it was not recognized as installed under WPML > Support. Additionally, new media were not found.
Solution:
We confirmed that the WPML Media Translation plugin was installed and activated. We recommended increasing the

WP_MEMORY_LIMIT

in

wp-config.php

from 40MB to 256MB, which the client completed. We then advised the client to deactivate and reactivate the plugin after updating the memory limit. We also cleared the WPML cache via WPML → Support → Troubleshooting.

We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. I installed the Media Translation but it's no really installed. I don't find new Media and the Media Translation Settings are missed. The Plugin is active but unter WPML > Support the status is not installed. Reinstall not helping.
