This thread is resolved. Here is a description of the problem and solution.

Problem:
You are testing a new translation setup on your staging site and encounter an error stating 'WPML plugin cannot connect to wpml.org.' Despite generating a new key and attempting to activate the OTGS plugin, it shows as deactivated and does not appear in the admin menu.
Solution:
First, ensure that all WPML plugins are installed and activated. Then, to add the new site key, navigate to Plugins -> Add New -> Commercial tab and enter your key there.

If this solution does not resolve your issue or seems outdated, we recommend checking the related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If problems persist, please open a new support ticket.

I'm trying to test a complete overhaul of how we do translation, using my staging site. WPML on the staging site gives me the error "WPML plugin cannot connect to wpml.org." From the documentation, I figure the likely problem is my staging site is not properly registered. I generated a new key and downloaded OTGS plug-in to install the key. When I install the OTGS plug-in and click Activate, WordPress says that the plug-in is activated, but in the list of plug-ins OTGS shows as deactivated. Clicking on Activate again doesn't activate the plug-in. The OTGS menu item does not appear on the left column in Admin.

I've made sure my theme is current, and the plug-ins are as current as they can be considering any license issues on a staging server vs a production server.

Thanks for contacting WPML forums support. I'll be glad to help you today.

1) I deleted the access details for your site's security.

2) The plugin is not activated because the WPML plugins are installed and activated.

To add the new site key, please go to Plugins -> Add New -> Commercial tab and add it.
