I'm Long from the WPML Development team, I'm happy to help you with this issue.

If you are using Elementor page builder on your site, there could be an issue when deleting the content of a second language, related to the Elementor default kit template. There are 2 workarounds to fix the issue:

1. Deactivate the Elementor plugin, then delete the content on the page WPML > Languages again.

2.
- Re-enable the Dutch language
- Go to Elementor > Editor > Templates > Edit the default kit template in the original.
- Switch to Dutch to edit the translation kit template
- Delete it manually
- Go back to WPML > Languages page
- Remove the Dutch language again
- Delete content from the Dutch language
