Background of the issue:
I am developing a site and trying to translate one internet page through WPML. I have translated the whole page, but the navigation bar and footer haven't been translated.

Symptoms:
WPML cannot translate the navigation bar and footer of the internet page.

Questions:
Why can't WPML translate the navigation bar and footer?
