Yes, you can enable it as long you do not connect them and share automatic translation account between websites.
2) What happens with Pay as you go when the website is moved to another domain?
When you visit new migrated website, there will WPML popup windows that you need to go over and select if you wish to move pay as you go also.

Yes you will be invoiced only for used credits, at the beginning of next month for credits used in month before.
