I contacted the hosting provider (GoDaddy). The site is currently hosted under their Managed WordPress product. GoDaddy support indicates that REST API access is disabled by default cannot be enabled without switching hosting plans. I have informed the client. Will have to check back on this once that's resolved...
Assuming we do find a way to get the REST API up and accessible, the translations will in fact display, correct? I would like to proceed with translating the site, but not if it's all for nothing.

That is right, as soon as the REST API is enabled, the translations should display without problems. But don't worry, even if it does not happen, we'll check it again and find a solution.
Still waiting for the client to sort it out a new plan with their hosting provider. Should be by end of week till we get the REST API enabled, at which point I'll respond here with whether it fixed the issue or not. (Presuming it will!)
