[Resolved] No new translations possible

Background of the issue:
I am trying to translate a new page with only the page title on it, no other content.

Symptoms:
No translated page in the target language is created and the translation status for the target language is a cogwheel. If I try to translate it again, the same occurs.

Questions:
Why is the translated page not being created?
How can I successfully translate the page?

If you have any security or cache plugins, please disable them and re-try again. And if the issue still happens, please share the URL to the page and wp-admin access so I can check it out.

I have tried and it seems to work fine, page is TEST WPML.

Please try again now, or if the issue still happens please share and example page which I can use to test.
