As I mentioned earlier, each Custom Gutenberg Block (here "Porto Heading") needs to have a proper XML configuration to be translatable with the WPML Translation Editor.
Such a config usually relies on the HTML markup of the block, and this specific Heading Block allows for determining different HTML tags. Likely, the config for this block is incomplete, and the author would need to adjust it.
I can offer a WPML test site, on which you can install the latest version of Porto and its "Porto Theme - Functionality" plugin, so that we can replicate the issue, provide a solution, and escalate the issue to our compatilbity team.
