This thread is resolved. Here is a description of the problem and solution.

Problem:
After migrating from Wordpress.org to Wordpress.com, the full suite of WPML options is not visible in the backend, and accessing 'Translation Management' results in an error message stating 'Sorry, you are not allowed to access this page.' This issue may be related to the domain registration and site key in WPML settings.
Solution:
If you're experiencing this issue, we recommend that you first check if the domain for your site is correctly registered under your WPML account. Here are the steps to follow:
1. Visit https://wpml.org/account/sites and remove the current URL.
2. Add the URL back to generate a new site key.
3. Navigate to your WordPress dashboard, go to Plugins -> Add New -> Commercial, and click the link to unregister WPML from your site.
4. Enter the new site key to re-register WPML.

This process should resolve the issue with missing WPML options and access errors. If the problem persists or if this solution does not apply to your case, please check related known issues at https://wpml.org/known-issues, verify the version of the permanent fix, and confirm that you have installed the latest versions of themes and plugins. We highly recommend opening a new support ticket if needed.

Background of the issue:
I have successfully installed the WPML plugin. However, after migrating to WordPress.com from WordPress.org, I noticed that my WPML options on the backend aren't showing the full suite of options. I expected to see Languages and other WPML options from the WP backend.

Symptoms:
The WPML options on the backend aren't showing the full suite of options. Clicking on 'Translation Management' results in the message: 'Sorry, you are not allowed to access this page.'

Questions:
Why are the full suite of WPML options not showing on the backend after migration?
Why am I receiving a 'Sorry, you are not allowed to access this page' message when clicking on 'Translation Management'?

Thank you for contacting WPML support. While you are waiting for one of my colleagues to take this ticket and work on it, let me provide you with first debugging steps or if I can perhaps help with the issue quickly. Did you register the new domain when you moved your site? Make sure that you have the correct domain registered and the correct site key assigned in Plugins -> Add New -> COmmercial tab.

If you haven't done that yet, you can follow these steps:
Please go to http://www.wpml.org/account/sites and delete the URL. Then add it back. this will generate a new site key.

Then, go to Plugins -> Add New -> Commercial and click the link to unregister WPML from your site. You will then see the field where you can enter the new site key to re-register the new key.

Thanks for your reply. I will need to closely examine your website. Therefore, I will require temporary access (WP-Admin and FTP) to a test site where the problem has been replicated, if possible. This will enable me to provide better assistance and determine if any configurations need to be modified.

Please note that it is important to have a backup for security purposes and to prevent any potential data loss. You can use the UpdraftPlus plugin (https://wordpress.org/plugins/updraftplus/) to fulfill your backup requirements.

Your upcoming reply will be treated with confidentiality and will only be visible to you and me.

✙ To resolve the issue, I may need your consent to deactivate and reactivate plugins and the theme, as well as make configuration changes on the site if necessary. This emphasizes the significance of having a backup.

Thanks for your reply. The number is 82. I don't think the authenticator can wait this long. Maybe you can clone the site to another staging site so that I can check?

The MS SSO plugin is causing the issue. Thanks
