I use WPML Translation Management to translate pages that were modified. It may be just one line (or none), but it always says it needs 148 translation credits.
Where can I set it up or have it ask me what it should do with existing translations. I don't want it to re-translate the lines that are already translated and haven't changed. I like using the automatic method because going in to each page one by one is a hassle.
That is how automatic translation works and we are not re-translating already translated content or charging you for it. You can manually check credits before and after translation to confirm this.
The estimate is a bit wrong since we keep translation memory from our server side, and you are shown the total credits needed in case you are translating a whole page. Translation management on your website can not know what is already translated and saved in ATE memory.
Hope this helps.

Drazen
